NOTE: The ribbon is a piece of fabric that I flipped over.
The flower was created with 8 circles cut with the 1-3/8" Circle Punch. I made two folds in each circle to the center and glued the tip of the petal with glue dots to keep the folds in place. Note that I made four circles with one side of the paper, and four with the other, alternating each one.
